We know there were at least two Heralds, Rumor and Medon. But there could have been one or two more to call north of the city. Homer however didn't mention them. So, let's assume that Rumor
called allover the city for half an hour to call the people to assemble and followed him to the place of assembly.

Heralds route!
Telemachos then went from the hall to the place of assembly with his spear in hand. Two swift dogs followed him. Athena poured out a woundrous grace on him, and all the people who saw Telemachos coming were amazed.
Full of self confidence Telemachos walks to and arrives at the assembly. Apparently following the herald like the others did.
Around him the noble suitors gathered, saying noble things, but hiding in their hearts hostile intensions.

In order to know the time it took I walked the paths. And used the timing in the pictures shown. It looks to be difficult to do the same thing for Kefallini and Marmara. So, Pyrgi seems to be the perfect candidate for the place of assembly from all directions.
And that Medon called the people at the harbour too. Both Medon and Rumor should arrive at the place of assembly at around the same time. They must have done this quite often and knew how much time it took to assemble everyone around the same time.
