Theoklymenos is right. Still Telemachos is the only one on Ithaca who knows that Odysseus is indeed in the land of his fathers. It must have been quite confusing voor Penelope.
Anyway, Penelope must have been going to rest at around 13:40, just before the suitors came in.
Let's see what is wrong about the report.

Theoklymenos told Telemachos an omen he had seen when he left Pylos. Now Theoklymenos repeats the omen to Penelope:

That even now Odysseus is in the land of his fathers, either at rest or on the move, learning of this evil deeds and sowing the seeds of destruction for the suitors.
